Over Half of Early Childhood Education Clients Exempt from Fees as Municipalities Introduce Penalties for Unused Slots and Public Debate Intensifies

A majority of families using early childhood education services in Finland no longer pay income-based customer fees, according to a recent survey. The Association of Finnish Municipalities (Kuntaliitto) reports that over 50% of clients were exempt from fees in 2024, a significant increase from slightly under 40% four years ago (Yle, MTV Uutiset). Ilta-Sanomat and Helsingin Sanomat add that fewer than half of families now pay fees for early childhood education, a shift driven by amendments to the Client Fees Act and adjustments to income thresholds (Ilta-Sanomat, Helsingin Sanomat). In Pieksämäki, for example, only one-third of families pay customer fees, which has contributed to careless handling of care reservations (Helsingin Sanomat).
