Tampere to introduce face covering ban in schools from 2027

The City of Tampere is planning to implement a ban on face coverings in its educational institutions, set to take effect on 1 January 2027. The policy would apply during early childhood education, school days, upper secondary education, and vocational training, as well as during related activities such as excursions. Ilta-Sanomat reports that the ban aims to address safety concerns and support learning environments.

The proposed restrictions would not apply to face coverings used for health reasons or during themed events organised by the institutions, for which separate guidelines will be issued. Additionally, customers in open learning environments, such as vocational school restaurants and cafés, would not be subject to the ban.

According to a press release from the City of Tampere, face coverings are currently rare in local schools, but the new rules are being introduced proactively. Deputy Mayor for Educational Services Anne-Mari Jussila stated that the visibility of faces is crucial for safety, language development, emotional expression, and social interaction between students and staff. "The identifiability of students and staff is a safety issue. Visibility of faces supports the development of language, emotional expression, and social skills, as well as interaction between teachers and students at all levels of education," Jussila said.

The preparation of the policy involved consultations with the Youth Council, the Immigrant Council, staff representatives, experts, and students. MTV Uutiset highlights that the rationale behind the ban includes ensuring safety, barrier-free interaction, and a learning-supportive environment. The policy would prohibit items such as scarves that cover the entire face.

The ban is still under review in city committees, with the Tampere City Council set to make a final decision in September. As a result, the exact wording and adoption of the policy remain uncertain. If approved, the ban would come into force at the beginning of 2027.
