The fleeing person reportedly took cover behind plants while the driver argued with them. One witness compared the incident to a crowd-driving event, with the car following closely as the runner attempted to escape.
"The car was pursuing the other person, who was trying to take cover. It drove almost as if it were one of those crowd-driving incidents. The fugitive ran just ahead, trying to escape," an eyewitness told Yle. The same witness noted that armed police officers were positioned in the immediate vicinity, with several police vehicles gathered in a nearby parking area.
