Government proposes study voucher for young people without higher education places, with institutions preparing new modules

The Finnish government has submitted a proposal for a study voucher aimed at young people who do not secure a place in higher education through the joint application process. The voucher would allow them to study free of charge in open higher education courses worth up to 30 credit points in Finnish or Swedish, starting from August 2025 MTV Uutiset (new source) reports.
